If you are using an older version of Python on Windows, you may need to install PIP. You can easily install PIP on Windows by downloading the installation package, opening the command line, and launching the installer.

At this point, you will likely be able to compile the main C++ libraries. The current macOS Catalina release ships with a basic Python 3 interpreter (version 3.7.3) which is enough to run the Waf build system but not much else.
